Japanese Society for Clinical Nutrition and Metabolism: Educational Institution Accreditation System Rules

Objective

Article 1: These Rules stipulate the Educational Institution Accreditation System certified by the Japanese Society for Clinical Nutrition and Metabolism (hereinafter referred to as "the Society"). The objective is to stipulate an accreditation system for the Society's accredited educational institutions certified by medical organizations. These organizations provide at least 40 hours of specified nutrition management training to be completed by health professionals other than physicians and this training is necessary for medical fees to be added for nutrition support teams (NSTs).

Accreditation and Qualification System Committee

Article 2: With the implementation of the system, the Accreditation and Qualification System Committee (hereinafter referred to as "the Committee") will be in charge of the activities necessary to achieve the objective mentioned in Article 1. The composition of the Committee will be stipulated in separate Committee Internal Regulations.

Qualification of Accredited Educational Institution

Article 3: To be accredited, an educational institution must meet all of the requirements in (1), (2), (3), and (4) below. (Provisions of Chapter 4, Article 18, of the Bylaws for the Nutrition Support Team Therapist Accreditation Regulations)
(1) Must be a general hospital or equivalent hospital with an active NST, and be an NST operation institution accredited by the Society.
(2) Must be able to accept practical clinical training applicants from outside the institution.
(3) Must have a Society's "accredited physician or supervisory physician (including lifetime accreditation)" at the institution as an NST staff member.
(4) The Committee must perform a review of the institution if it applied for accreditation based on a public notice. When accredited, an accreditation certificate will be sent to the person in charge at the institution.

New Application for Accredited Educational Institution

Article 4: New applications for accredited educational institution will be accepted once a year.
Institutions wishing to apply will submit the following application to the Committee:

-See the Society's website (https://www.jspen.or.jp/) for the announcement.
-Download and submit the application for accreditation from the Society website.
-Application period (in principle): October 1 to 30 (postmark deadline)
-Place application documents in A4 envelope (Kaku-2 size envelope (240 x 332 mm) for non-standard-size mail), write "Accredited Educational Institution Application (New)" in red, and send the documents by simple registered mail or other mailing method that will leave a record.

Review of Accredited Educational Institution

Article 5: Reviews of accredited educational institutions will be conducted by the Committee once a year in principle.
When granting accreditation to educational institutions, the Committee will check the following items, etc. and comprehensively evaluate the institutions:
-NST operating institution accreditation (fill in the accredited institution number of JCNT, JSPEN, or Japan Society of Metabolism and Clinical Nutrition)
-NST composition (including accredited NST therapists)
-Acceptance of practical clinical training applicants from outside (number who can be accepted at one time)
-For renewal application, a 5-year record as an accredited educational institution
-Confirmation of accredited physician and supervisory physician qualifications (including lifetime accreditations)

Educational Institution Accreditation

Article 6: Educational institution accreditation will require deliberation by the Committee, followed by approval of the Board of Directors and General Meeting of Employees.

Article 7: The president will issue an accreditation certificate to accredited institutions.

Accreditation Period of Accredited Educational Institution

Article 8: Accreditation will be valid from April 1 of the year following the year of application to March 31, five (5) years later. Renewal of accreditation will require deliberation by the Committee, followed by approval of the Board of Directors and General Meeting of Employees. If not approved, the institution cannot continue to be called an accredited educational institution.

Practical Clinical Training Curriculum at Accredited Educational Institution

Article 9: The specified training in nutrition management for NST medical staff in the three positions other than physicians must include the following:
1. The training program must be conducted at an educational facility accredited by a medical organization, etc., and require at least 40 hours. Upon completion, participants should receive a certificate of completion issued by the organization.
2. The training program must be designed to train registered nurses, pharmacists, and registered dietitians with specialized knowledge and skills for nutrition management. The training should cover the following information:
(1) Identification of and early response to nutritional disorders (screening method)
(2) Guidance regarding the selection and proper use of nutritional drugs, nutritional solutions, and food
(3) Methods for administering parenteral nutritional supplements through a side tube, and calling attention to changes in the chemical composition
(4) Obtaining the proper dispensing method for parenteral solutions
(5) Planning and monitoring of parenteral nutrition
(6) Guidance regarding hygiene management and proper dispensing methods for enteral nutritional solutions
(7) Planning and monitoring of enteral and oral nutrition
(8) Implementation and understanding the usefulness of the simple suspension method
(9) Prevention of complications related to nutritional therapy, and handling of complications when they occur
(10) Identification of problems and risks related to nutritional therapy
(11) Explanation and guidance to patients and families regarding nutritional management
(12) Guidance regarding nutrition at home and nutrition management methods at non-medical facilities

Article 10: During December of the current year, the supervisor of practical clinical training will submit the following year's practical training plan to the Committee, using the specified application documents, and will include the (1) period (for now no longer than about one year), (2) training curriculum, and (3) supervisor's name.

Article 11: When requested by the Committee, the supervisor of practical clinical training shall present the training curriculum. (Provisions of Chapter 5, Article 21, of the Bylaws for the Nutrition Support Team Therapist Accreditation Regulations)

Certificate of Completion for Practical Clinical Training at Accredited Educational Institution

Article 12:
1. Certificates of completion for practical clinical training conducted by an accredited educational institution will be issued in the name of the Society.
2 Regarding certificates of completion for practical clinical training based on the Japanese Society for Clinical Nutrition and Metabolism's Nutrition Support Team Therapist Accreditation Regulations, the (1) period and (2) curriculum information will be reported to the Accreditation and Qualification System Committee in the specified application documents, and a Society-issued practical training certificate of completion will be issued to persons who complete the training. (If started before November 30, 2021, it will be issued in the supervisor's name.)

Validity of Practical Clinical Training at Accredited Educational Institution

Article 13: The supervisor of practical clinical training at an accredited educational institution must be a Society-accredited physician or supervisory physician (including lifetime accreditation). Practical clinical training will not be recognized if it was conducted by a supervisor whose physician or supervisory physician accreditation had been invalid. The accredited educational institution will protect the interests of practical training participants by constantly checking the validity of supervisors' physician and supervisory physician accreditations.

Changes at Accredited Educational Institutions

Article 14: If any of the following changes occur, the accredited educational institution will promptly submit a "Notification of Change at Accredited Educational Institution" to the Society Secretariat.
(1) Withdrawal of educational institution accreditation: If NST operation institution accreditation has been invalid or an accredited physician or supervisory physician is no longer present, report the withdrawal of educational institution accreditation, and return the institution's accreditation certificate to the Society Secretariat.
(2) Change of accredited physician or supervisory physician: Report the change, including the name of the person who will succeed the accredited physician or supervisory physician.
(3) Change in institution information: Inform the Society Secretariat of the old and new information.

Renewal of Educational Institution Accreditation

Article 15: If an accreditation renewal application is received from an accredited educational institution five (5) years after the accreditation was granted, the Committee will review the application and renew the accreditation. An accredited educational institution that wishes to renew its accreditation will attach the following documents and submit them to the Committee by the renewal application deadline in the year preceding the accreditation expiration.

Article 16: Renewal of institution accreditation will require deliberation by the Committee, followed by approval of the Board of Directors and General Meeting of Employees.

Article 17: The President will issue an accreditation certificate to institutions whose accreditation has been renewed.

Loss of Qualification as Accredited Educational Institution

Article 18: An accredited educational institution will lose its qualification in the following circumstances:
(1) The institution has declined the qualification as accredited educational institution for justifiable reasons.
(2) False information was found in the application documents.
(3) Accreditation renewal was not applied for by the specified deadline.
(4) The qualification as a Society "accredited NST operation institution" was lost.
(5) Due to transfer or other reason, a Society "accredited physician or supervisory physician" is no longer present.
(6) A Society "accredited physician or supervisory physician" has withdrawn from membership, been automatically withdrawn, or been expelled from the Society.
(7) It has become difficult to accept practical clinical training applicants from outside the institution.
(8) Health professionals other than physicians have not met the minimum of 40 hours of specified nutrition management training that are necessary for medical fees to be added for nutrition support teams (NSTs).
(9) Due to organizational merger/integration, the former accredited educational institution system cannot be maintained.
(10) The institution has closed.

Reapplication for Accredited Educational Institution

Article 19: If an institution loses its qualification due to circumstances described in the preceding article but meets the qualification requirements later, it can newly apply for accreditation as an accredited educational institution.

Changes to Rules

Article 20: These Rules may be changed by resolutions of both the Committee and Board of Directors.

Supplementary Provisions

1. These Rules utilized provisions for accredited educational institutions in the Physician/Supervisory Physician Accreditation System Rules/Bylaws and Nutrition Support Team Therapist Accreditation Regulations/Bylaws to establish Educational Institution Accreditation System Rules.
2. These Rules were established on May 20, 2021, effective immediately.
3. These Rules were revised on January 23, 2022.
