Japanese Society for Parenteral and Enteral Nutrition Therapy:
Clinical Nutrition and Metabolism Therapist Accreditation Regulations

Chapter 1: General Provisions

Article 1: The Japanese Society for Clinical Nutrition and Metabolism (hereinafter referred to as “the Society”) will implement a clinical nutrition and metabolism therapist” accreditation system (hereinafter referred to as the “accreditation and qualification system”) as a higher-level qualification system relative to the nutrition support team therapist (hereinafter referred to as “NST therapist”) accreditation and qualification system, based on Chapter 2, Article 4 (5) of the Articles of Incorporation.

Article 2: Under the accreditation and qualification system, a person who has an NST therapist accreditation/qualification and has met the specified conditions established by the Society will be regarded as having superior knowledge and abilities in clinical nutrition that primarily utilizes parenteral, enteral, and oral nutrition, and will be recognized as a clinical nutrition and metabolism therapist.

Article 3: The Society will perform duties necessary for achieving the objective of the preceding article and accrediting clinical nutrition and metabolism therapists, and will examine programs for introducing more advanced nutrition therapy.

Article 4: Accreditation under this accreditation and qualification system covers the diseases and fields indicated below. Persons can apply for accreditation in only one (1) field. However, one can change the field by submitting an application.
1) Cancer therapist, 2) lung disease therapist, 3) liver disease therapist, 4) kidney disease therapist, 5) rehabilitation therapist, 6) home care therapist, 7) pediatric therapist, 8) dysphagia therapist, 9) perioperative care and emergency and intensive care therapist

Chapter 2: Accreditation and Qualification System Committee

Article 5: An Accreditation and Qualification System Committee (hereinafter referred to as “the Committee”) will be established in the Society to examine how to implement and improve the accreditation and qualification system and also examine programs to nurture outstanding healthcare professionals who can keep pace with progress in clinical nutrition and nutrition therapy.

Article 6: The composition and operation of the Committee will be stipulated separately.

Chapter 3: Clinical Nutrition and Metabolism Therapist Accreditation

Section 1: Qualifications of Persons Applying for Clinical Nutrition and Metabolism Therapist Accreditation

Article 7: Persons applying for clinical nutrition and metabolism therapist accreditation must acquire an NST therapist qualification and then meet all of the qualifications listed below during the period of accreditation.
1) Since the NST therapist qualification was acquired, at least five (5) years have passed and renewal of the qualification has been approved at least once.
2) During the period from acquisition of NST therapist qualification to application for this accreditation, they made at least one presentation (as lead presenter) relating to the desired field at a Society academic meeting.
3) They have paid their annual membership fee at the time of application.

Section 2: Clinical Nutrition and Metabolism Therapist Accreditation Members

Article 8: The Society president (hereinafter referred to as “president”) will organize the accreditation members from the appointed members of the Committee after discussion with the Board of Directors.

Article 9: The Committee will exercise general control over all activities involving clinical nutrition and metabolism therapist accreditation, and will report to the Board of Directors.

Section 3: Clinical Nutrition and Metabolism Therapist Accreditation Method

Article 10: Persons applying for the clinical nutrition and metabolism therapist accreditation should download the below-mentioned application documents from the website (https://www.jspen.or.jp), fill in the required information, and submit the documents to the Committee.
1) Specified accreditation application for clinical nutrition and metabolism therapist
2) Documents to submit with accreditation application
-Program or abstract (photocopy) that can prove presentation as lead presenter at a Society academic meeting
-Certificate of accreditation for NST therapist within the period of validity (photocopy)

Article 11: If a person has passed the accreditation review and wishes to be accredited, the Committee, using the specified accreditation application sent by the applicant, will confirm that the accreditation fee has been paid and then issue a certificate of accreditation. The accreditation fee will be 5,000 yen.

Article 12: The clinical nutrition and metabolism therapist accreditation process will take place once a year.

Article 13: Certificate of Accreditation for Clinical Nutrition and Metabolism Therapist
1) The Committee chairperson must report the names of those accredited as clinical nutrition and metabolism therapists to the Board of Directors and at General Meetings of Employees.
2) The certificates of accreditation for clinical nutrition and metabolism therapist issued by the Society will be valid for five (5) years from the date of issue. If, however, a therapist loses his/her qualification according to the provisions of Section 4, the period of validity will end as of the date of disqualification.
3) The fee for reissuing a certificate of accreditation for clinical nutrition and metabolism therapist will be 3,000 yen.

Section 4: Loss of Qualification as Clinical Nutrition and Metabolism Therapist

Article 14: The Committee will discuss and then cancel the accreditation of a clinical nutrition and metabolism therapist for the following reasons:
1) The qualification as NST therapist has not been renewed in accordance with Chapter 4 of the NST Therapist Bylaws.
2) The person has declined the qualification as clinical nutrition and metabolism therapist for justifiable reasons.
3) The qualification as clinical nutrition and metabolism therapist has been revoked.
4) The person’s national qualification has been lost, forfeited, or taken away.
5) The qualification as clinical nutrition and metabolism therapist has not been renewed in accordance with the Clinical Nutrition and Metabolism Therapist Accreditation Regulations.

Article 15: If a clinical nutrition and metabolism therapist has engaged in an inappropriate act, the accreditation of the therapist may be revoked by votes of both the Committee and Board of Directors.

Section 5: Renewal of Clinical Nutrition and Metabolism Therapist Qualification

Article 16: The process for qualification renewal begins one (1) year prior to expiration of the validity of the certificate of accreditation for clinical nutrition and metabolism therapist (*1).

Article 17: Persons who meet the conditions below can apply for qualification renewal.
1) The person has continued to be a member of the Society from the time of accreditation as a clinical nutrition and metabolism therapist to the time of renewal application, has renewed his/her qualification as an NST therapist, and has paid the membership fee.
2) The person has participated in at least one (1) clinical nutrition and metabolism therapist seminar (provisional name) in the acquired field or JSPEN nutrition master course in the acquired field.
3) During the period from acquisition of clinical nutrition and metabolism therapist qualification to application for accreditation renewal, the person made at least one (1) presentation (as lead presenter) relating to the acquired field at a Society academic meeting.
4) The number of acquired units (credits) specified in the attachment, including the mandatory requirements above, is at least 50 units.

Article 18: For qualification renewal, the following documents must be submitted:
1) Prescribed renewal application
2) Documents to submit with renewal application
-Certificate of completion (photocopy) for clinical nutrition and metabolism therapist renewal seminar (provisional name) in acquired field or JSPEN nutrition master course in acquired field
-Program or abstract (photocopy) that can prove presentation as lead presenter at a Society academic meeting in the acquired field
-Certificate of renewal of NST therapist qualification within the period of qualification validity (photocopy)
-Document (photocopy) that proves acquisition of required units (credits) for renewal as specified in attachment
*For papers: separate print or complete copy (photocopy) of paper related to acquired field
*For JSPEN branch: program or abstract (photocopy) that can prove presentation as lead presenter at a branch academic meeting
*For participation at a JSPEN academic meeting: certificate of participation (photocopy)
*For LLL live course: participation certificate or passing certificate (photocopy)

Article 19: The qualification renewal application will require a renewal fee of 5,000 yen.

Article 20: The Committee will perform the process for qualification renewal.

Chapter 4: Changes to Regulations

Article 21: These Regulations may be changed by resolutions of both the Committee and Board of Directors. Bylaws will also be established according to the same procedures.

Article 22: Taking into consideration that accreditation activities will be temporarily shifting to the Japan Council for Nutritional Therapy (JCNT), a third-party organization, accompanying rule changes will require approval by the Board of Directors.


*1) The period of accreditation will be five (5) years, but all renewal requirements must be met by the time of renewal application (renewal application deadline in the year preceding the year of accreditation renewal).
Supplementary Provisions
1. Provisional measures: Until these Accreditation Rules come into effect, clinical nutrition and metabolism therapists will be accredited according to provisional measures implemented by the Committee pursuant to the conditions established in these Accreditation Rules.
2. Provisional accreditation methods are set out separately.
3. These Rules came into effect on November 16, 2018.
